Niger will see its oil production increase from 20,000 to 100,000 barrels per day at the end of the construction of the pipeline to connect the Agadembau production site on Benin's Atlantic coast. The structure extending over 2085 km including 687 km in Benin will be built by China National Petroleum Corporation (CNPC), signatory of an agreement, on September 15, 2019, with the Nigerien government represented by the Prime Minister, Brigi Rafini,  in the presence of the Minister of Petroleum, Foumakoye Gado. As the latter recalled, "this  agreement will govern the partnership between the State of Niger and the CNPC in the context of the construction and operation of this pipeline, and also marks the start of major construction works of this long-awaited pipeline".

Chairman of the Board of Directors of china National Oil and Gas Exploration and Development Coorporation (CNODC),  Wang Zhong Cai, in charge of implementation, pledged to deliver the pipeline in two years.

The governments of Benin and Togo had endorsed a protocol for the pipeline in January 2019.

It should be noted that the construction of this infrastructure will cost 600 billion CFA francs for the Beninese section, or about 1.3 billion US dollars and will be entirely financed by the Chinese company China National Oil and Gas Exploration and Development Company LTD, through a partnership signed with the Beninese authorities.

"This project is the largest private direct investment in Benin since the country's independence and will generate more than 3,000 jobs during its construction phase and 300 to 500 permanent jobs during the operation phase," indicates the Ministry of Water and Mines of this country bordering Niger. For sure, the largest pipeline in Africa will permanently change the economies and social structures of these two WAEMU member countries.
