On Monday, November 17, 2025, the national councillors met in the evening around a plenary for consideration and adoption of the expenditure section of the amended finance law 2025.

The forecast of state spending, taking into account of the above items and of the budget execution in the first half of The year 2025 was revised to 54,253.26 billion, an increase of 10,784.18 billions (+24.81%). They are composed of the expenses of the general budget for 52 465.95 billion, which corresponds to 96.71% of total expenditure, and trust budgets (BAS) for 1,787.31 billion, or 3.29%.

General budget spending increases by 24.20 %, from 42,254.93 billion to 52,465.95 billion. They break down in current expenditure for 32,506.24 billion, or 61.96% of the total general budget expenditure, and in capital expenditure for 19,959.71 billion (38.04%).

Staff expenses increase from 10,710.81 billion to 11,309.34 billion, an increase of 598.53 billion (+5.6%).

Expenditure on goods and services is revalued at 8,658.47 billion against 5,403.10 billion, an increase of 3,255.37 billions (+60.3%).

Transfer expenses increased from 8,958.01 billion to 9,507.43 billion
