- The Malian government is working on how to reduce the exposure of the country's commercial banks to the debt of the company Energie du Mali (EDM), we learn from an analysis report produced by Moody's. At the end of October 2019, the debt of this company was 250 billion FCFA, of which 85 billion due in the short term and mainly held by Malian commercial banks. It is expected that 35 billion CFA francs will be regularized by direct payments from the State budget while the management of the remaining 50 billion to be paid is not very clear. There is talk of a transfer mechanism that would come from a loan made from the emirate of Abu Dhabi. EDM should receive such support on an annual basis until the debt is fully repaid. For the time being, the situation is still manageable for the Malian government. The debt guaranteed by the public sector is quite moderate and there are no big risks to budgetary balances. Also, the Malian banking sector is generally solid with equity representing at the end of June 2019, 14.2% of the assets of the risk-weighted sector. The standard is currently 8% within the WAEMU. Repayments of EDM's debt would still make things better. But the relationship between the government and commercial banks in Mali is fragile. The sector is the main financier of public borrowing on the subregional capital market. The outstanding amount of public securities in the portfolio of these financial institutions was CFAF 678.8 billion, according to Moody's analysts.
