The Angolan Minister of State in charge of Economic coordination, José de Lima Massano revealed Friday, October 31, 2025 that non-oil revenues exceeded, for the first time, those of oil in the General State Budget (OGE) of Angola.

“The non-oil sector is growing significant and, according to the most recent data from the National Institute of Statistically, industrial production increased by about 12% % over the last twelve months,” said José de Lima Massano, minister State in charge of economic coordination. For him, this indication contained in the 2026 OGE draft marks a structural turning point in the national economy, since it reflects, for the first time, progress of the economic diversification of the country.

José de Lima Massano also indicated that among the planned fiscal measures, adjustments to the Special Tax rates on consumption (IEC) applicable to alcoholic beverages and cigarettes, including the revenue will be used for the purchase of medicines. He also mentioned interest exemptions on overdue tax fines, as well as a Exemption from urban land tax for used real estate housing worth up to 40 million kwanzas.
