The National Agency for the Promotion of investments (ANPI), the Bank for Trade and Entrepreneurship of Gabon (BCEG) and the project promoter, Ibrahima Diawara, signed on Saturday 13th December 2025, a tripartite convention. This establishes the foundations of creation of an individual business in this project aimed at 100% young people Gabonese

The project to put into operation of electric taxis, called Dzela, are gradually taking shape. It is a new concrete action in the context of the reduction of gases in greenhouse effect by 2030 posed by Gabon. In fact, young people Gabonese who are going to subscribe to the project must “provide a document identity documents, their driver's license and submit their file to the Agency national investment promotion agency. Then there will be two steps of validation. The first will be to ensure that the permit complies with the services of the Ministry of Transport, the second will make it possible to make driving tests” according to the director general of ANPI, Ghislain Moandza Mboma.

According to the executive director of the BCEG, Daisy-Helen Eyang Ntoutoume, the beneficiary will get coverage compulsory social security (CNAMGS and CNSS), a housing savings plan, promoting the constitution of a sustainable heritage. Just like a mechanism of Automated and secure daily recovery will ensure viability financial aspects of the project, while guaranteeing transparency and traceability flows.
