Investors operating on the financial market of the West African Monetary Union (UMOA) showed a real enthusiasm for the bonds assimilables du Trésor (OAT) issued by the Senegalese public treasury on September 13, 2019 with 178.021 billion FCFA (i.e. 267.031 million euros) of global bids while the issuer was looking for 50 billion FCFA (i.e. 75 million euros). The rate of coverage of the amount put up for auction by the bids is thus 358.04%. Of the amount of the bids, the issuer finally retained only 55 billion FCFA (or 82.500 million euros), ie an absorption rate of 30.90%. According to data from the Agence UMOA-Titres, of the CFAF 88 billion in investor bids for 5-year OATs, the issuer did not retain any. On this type of public security, 35 bids (for 22 participants) were recorded against 30 for 7-year OATs (for 10 participants) and 27 for 3-year OATs (for 19 participants). Most often, it is for cost reasons that the issuer makes such a choice. The weighted average price of 3-year OATs stands at 1002, the marginal price at 1000 and the yield at 5.73%. Regarding 7-year OATs, the weighted average price was 9914, the marginal price 9855 and the yield 6.30%. The issuer has undertaken to redeem the 3-year OATs on the first business day following the maturity date set for September 16, 2022. For the payment of interest, it promises to do so at a rate of 5.85% per year from the first year. As for 7-year OATs, the public treasury provides for reimbursement on the first working day following the due date set for September 16, 2026. Payment of interest will be made at a rate of 6.15% per year from the first year.
