Since March 15, 2022, the measure has entered into force. But 5 days later, the World Bank reiterated its readiness to help Mali with emergency interventions and projects of a social and humanitarian character, despite ecowas and UEMOA sanctions that impact the populations.

"The purpose of this letter is to inform you of this decision to suspend World Bank disbursements and to invite you to arrange for: companies and other contractors, contract holders in the context of the implementation of your projects and programmes, of that decision and to provide me, by 20 April 2022 at the latest, with the impact of the said suspension on the implementation of the activities of your projects and programmes, in particular in terms of expected disbursements, but also in economic and financial terms'', says correspondence n°01125/MEF-SG of April 14, 2022 of the Minister of Economy and Finance, Alousséni Sanou, addressed to the coordinator of projects and programs financed by the World Bank in Mali.

The Minister attached, a correspondence from Ousmane Diagana, Vice President of the West and Central Africa Region of the World Bank. The letter states that the economic and financial sanctions of ECOWAS and WAEMU have prevented the government of Mali from honouring its commitments to service the external public debt.
