This information is given by the Bceao in its semi-annual monitoring report on the services of
payments backed by electronic money.
According to the BCEAO, in the first half of 2019, 41,894 cases of fraud estimated at 578 million FCFA against 151,077
fraud for a value of 114 million FCFA at the end of December 2018 were recorded.
The BCEAO explains that these frauds mainly concern the electronic money institution Orange
Finances Mobiles Senegal (OFMS), which recorded 41,893 cases of fraud (99.9% of the total number of frauds in
end of June 2019).
"In addition, the Orange Money Côte d'Ivoire (OMCI) institution informed the Central Bank of a fraud
occurred on its internal accounts in June 2019.
The embezzlement would result from two intrusions on the platform of the establishment by two people not
yet identified, who usurped the authorizations of internal users to initiate and validate transactions.
The fraudsters were able, through this, to transfer Electronic Value Units (EVU) from the internal accounts of
OMCI to distributors and end customers who have made withdrawals at Counters
Automatic Banking Machines (GAB)”, informs the same source.
It adds that according to the first investigations carried out by OMCI, 6 distributor accounts and 415 accounts
end customers were affected by the fraud.
However, the financial damage suffered, i.e. 449 million CFA francs, concerns exclusively OMCI, the assets of the
users at the establishment who have not been affected.
