In an announcement made public on 11 April 2023, the Central Bank of West African States (BCEAO) announced a decision to end the liquidity crisis in the regional sovereign debt market.

The Central Bank of West African States (BCEAO), under the direction of Jean-Claude Kassi Brou, intends to help the member states of the West African Economic and Monetary Union (UEMOA) mobilize the resources needed to finance their budget deficits. Indeed, through an announcement, the financial institution temporarily authorized credit institutions to exclude the public securities they hold in their portfolios from the scope of application of the prudential standard relating to loans to major shareholders, managers, staff and auditors

Thus, banks whose governments are shareholders now have more flexibility to contribute to the financing of public policies through the acquisition of public securities such as bonds and treasury bonds. This decision responds to the current liquidity crisis in the region's sovereign debt market
