The Pointe-Noire Special Economic Zone runs on two fronts, namely right-of-way A (27 km2) located between Pointe-Noire and Loango, and right-of-way B (2 km 4) located in Tchamba Dzassi - villages Fouta and Nkotchi-Fouta. With a combined area of 29 km2, it will cost about 80 billion FCFA to the State for the expropriation of the duly identified areas, of this envelope, four billion have already been disbursed.

The information was given on June 12 during the visit of the Pointe-Noire Special Economic Zone (SEZ) by Emile Ouosso, responsible minister. This working mission, the first of its kind since its installation, allowed the Minister of Special Economic Zones and Economic Diversification to identify the physical boundaries of the Pointe-Noire site, according to the zone's delimitation plan. Delimited in a red zone, right-of-way A will consist of an industrial zone (heavy and light industries) and a residential area. After the parcel investigations, this project entered the phase of progressive expropriation, at the expense of the State treasury. In this area of 27 km2, the expropriated land is being demolished.

This part of the ocean city will be transformed, in return, into a Special Economic Zone. In this area, about 120,000 direct jobs will be created in the long term, caused by companies operating in the area. Spaces have been set aside for the construction of several production units. In addition to the industrial and residential zones, a part is reserved for the mineral port, the dry port, the public service (town hall and others). It is also planned ecological spaces, a water treatment system, roads, roads.

The B right-of-way is exclusively dedicated to the refinery. Since the laying of the foundation stone last February by the President of the Republic, Denis Sassou N'Guesso, the site reserved for the construction of the Atlantic petrochemical refinery has not undergone major changes. This lethargy is explained by the completion of studies including the design and identification of installation areas. In the field, the machines began drilling work. Environmental impact studies have been carried out, including the public utility survey and post-expropriation surveys.
