Last December, the Fraser Institute published its “Human Freedom Index” report establishing a world ranking of countries according to the level of human freedoms. As such, Benin gained 14 places and moved up to 76th in the world.

“Human Freedom Index” measures the level of individual, civil and economic freedom in 165 jurisdictions and states around the world. The seventh edition of this assessment, produced by US and Canadian think tanks, Cato Institute and Fraser Institute, rates countries on 82 separate freedom indicators (including rule of law, security and safety, freedom of movement, of Religion, Association, Assembly and Civil Society, Expression and Information, or Freedom of International Trade), with scores on a scale of 0 to 10. Benin ranks 7th in terms of freedom in sub-Saharan Africa, and the 76th in the world, with an overall score of 7.32, gaining 14 places compared to the previous ranking where the country was in 90th place in the world.

Benin notably obtains scores of 7.83 on "individual freedom", 6.62 on "economic freedom", and 7.32 on the "human freedom" indicator. The indicators that have favored Benin the most are the free movement of persons and freedom of religion. The country will have to make enormous efforts to improve indicators related to access to divorce management, inheritance rights, female genital mutilation, international trade, regulatory trade barriers, the legal system and property rights. At the sub-regional level, only Ghana is ahead of Benin in this ranking; Ghana being ranked 70th in the world with a score of 7.49 points. In the West African Economic and Monetary Union (UEMOA), the country of Patrice Talon finds itself in a leading position. It is ahead of Côte d'Ivoire (95th worldwide), and Burkina Faso (100th worldwide) and all the other countries of the Union.
