At the request of Romuald Wadagni, Minister of State in charge of Economy and Finance, an IMF evaluation mission intervened on the financial management of Benin. At the end of the work, the IMF awards a satisfaction on the transparency of public finances.

The April 2022 Technical Assistance Report-Fiscal Transparency Assessment (IMF Report No. 22/111) indicates that Benin performs better than countries of comparable income levels and institutional capacity that have been assessed transparency of public finances (Fte).

Of 36 principles across three pillars of the institution's Public Finance Transparency Code, almost half is at the satisfactory (12 practices) or advanced (5 practices) level, the document says. The elementary level was assigned to 12 practices, while 5 practices were estimated to be non-existent. In view of benin's specific context, 2 principles of the Code, relating to historical revisions and natural resources, were considered non-applicable and therefore not evaluated, says the team led by Sailendra Pattanayak.
