The State Budget for the year 2021 second budget drawn up in the form of a programme budget, which is balanced in resources and expenses at 8,398.3 billion FCFA, is structured in 35 allocations and 149 budgetary programmes, housed within the Institutions and Ministries.


The resources consist of projected budgetary revenues of CFAF 4,335.6 billion, representing 51.6% of total resources. These revenues include tax revenues (CFAF 3946.1 billion), non-tax revenues (CFAF 88.7 billion) and grants from external partners (CFAF 300.8 billion).


They also include projected cash resources of CFAF 3255.3 billion, including CFAF 1977.3 billion in loans on the money and financial markets. Finally, these resources include assigned revenue entered under the special accounts of the Treasury and projected at CFAF 808.0 billion.


 
As far as expenditure is concerned, it includes budgetary expenditure, which amounts to CFAF 6260.6 billion.


Budgetary expenditure is broken down into financial charges of the public debt (CFAF 802.5 billion), personnel costs (CFAF 1831.4 billion), purchases of goods and services (CFAF 695.9 billion), transfers (CFAF 971 billion), and investment expenditure (CFAF 1959.8 billion). But in addition to budgetary expenditure, the expenditure of the State budget also includes 1330.3 billion CFA francs of cash expenses consisting of repayments of the capital of the public debt and 808 billion CFA francs for the expenses of the special accounts of the Treasury.


359.7 billion CFA francs are devoted to the development of roads, 145.8 billion CFA francs to investment in the energy sector, 84.1 billion CFA francs to the hydraulic sector and 76.6 billion CFA francs to sanitation and sanitation.


The health system will benefit from an amount of 133.4 billion FCFA, while the education system will record State investments of the order of 150.8 billion FCFA.


The State budget for the year 2021 is since Tuesday, November 17, 2020, before the Economic and Financial Affairs Committee of the National Assembly before its adoption in plenary.
