Binance plans to expand into Russia and neighboring states where it sees prospects for new regulations that will boost its business. The announcement was made by one of these leaders.

"Our goal is to obtain a license and conduct legal business where regulations permit," Gleb Kostarev, head of the world's largest cryptocurrency exchange for Eastern Europe, told Reuters, adding that his company was hoping for a phased regulatory approach from Russia that could influence the approach taken by its neighbours.
