The Minister of Economy and Finance, Dr. Boubou Cissé, signed a financing agreement of 19.65 billion CFA francs in favor of access to quality primary education for 596,597 out-of-school children.
This signing took place on the sidelines of the 44th meeting of the Annual Meetings of the Islamic Development Bank (IDB) in which the head of the finance hotel took part from April 4 to 6, 2019 in Marrakech (Morocco). It follows a meeting that Minister Cissé had, during his stay, with the President of the IDB Group, Dr. Bandar Hajjar. This interview was an opportunity for the two personalities to take stock of the cooperation between Mali and the Islamic financial institution and also to discuss new perspectives. Also, the "development of human capital and social inclusion", constituting one of the main strategic axes of Mali's new development plan "CREDD 2019-2023", was at the heart of the discussions.
One of the highlights of this meeting was the initialling of this financing agreement worth 30.33 million dollars (about 19.65 billion CFA francs) for the benefit of the Access to Education Program for all children in Mali (PACETEM) which aims to support the government's efforts to guarantee access to quality primary education. An objective that fits with the visions of the national executive. “The development of human capital is a major challenge for the development of our country. Access to education and improving the quality of teaching are essential levers for having quality human resources”, indicated the Minister of Economy and Finance. Boubou Cissé then explained that this project will make it possible to enroll 596,597 out-of-school children over the 2018-2021 period and provide them with quality education through comprehensive and validated educational strategies, in order to overcome the multiple obstacles encountered in the education sector. 'education.
PACETEM covers all the academic regions of Mali (Bamako, Bougouni, Dioïla, Douentza, Gao, Kati, Kayes, Kidal, Koulikoro, Koutiala, Mopti, Ségou, Sikasso and Timbuktu). It targets out-of-school children of school age (7-12 years). Its implementation will require the recruitment and training of teachers for alternative schools; the mobilization and collaboration of families and community leaders through sensitization as well as national and local education actors, school management committees, school principals and teachers.
One-class schools (ECU), mobile schools, Accelerated Education Strategy/Passerelle (SSA/P) centers, renovated Koranic schools and traditional basic schools will constitute the educational alternatives that will be implemented to achieve project objectives.
As of March 31, 2019, Mali's active portfolio at the IDB level consists of twenty projects and programs for a total amount of approximately 382.686 billion CFA francs. They are divided between the Ministries of Agriculture (5 projects), Livestock and Fisheries (2 projects), Energy and Water (8 projects), Health (1 project), Education (2 projects) and Equipment, Transport and Opening up (2 projects).
