The expenditure section of the 2023 Initial Finance Act (LFI) was adopted by the National Transition Council on Wednesday, December 28, 2022, with more than 36,106 billion GNF. It was during a plenary session devoted to the review and adoption of the 2023 LFI final report in general and the expenditure section in particular.

Expenses for the 2023 fiscal year amount to 36,106 billion 741 million 217 thousand 503 GNF compared with 30 566 billion 361 million 988 thousand 867 GNF in LFR 2022, with a budget balance of 8,195 billion 787 million 635 thousand 820 GNF.

The text was adopted by the majority of the 74 national councillors present out of the 81. to cover this budget balance, the national advisers authorized the government through the Ministry of Finance to:

Issue $2 trillion in treasury bonds, take out bonds up to $3 trillion, subscribe to treasury bills for $11 trillion, take out exceptional overdraft loans for 914 billion, seek external project loans for 6,288.93 billion, use special drawing rights for 660.84 billion, cash out leftovers at recover $218.95 billion from previous years, repay treasury bills worth $8,761.02 billion, repay bonds worth $1,361.36 billion, repay government securities issued up to $009.88 billion, repay VAT credits worth €200 billion, repay external debt up to $1,645.84 billion, pay $1 trillion of audited domestic debt and reduce arrears of payments worth 1,908.83 billion Guinean francs.
