These providers believe that the State of Senegal and the Bceao are the main culprits. They demand that the State take appropriate measures.
The National Network of Money Transfer Providers (Renapta) is very angry with the authorities, some operators and banks. At a press conference yesterday, these providers denounced the problems they face. "This sector is dying because we do not respect the text that governs it. Instruction 13 of the Bceao entered into force in May 2016 and has never been applied. Renapta has been denouncing it since 2012," said Khalil Ndiaye, president of the network.
It lists the "unfortunate" consequences of non-compliance with this regulation. "Today, operators are closing shops. Recently, it was Joni-Joni. Wari is on the same path because they are in payment difficulty," he said
Renapta indexes the authorities and believes that if they have come to this point, it is because they turn a deaf ear to their "incessant" arrests for compliance with the said regulations. "This text organizes the activity of fast money transfer in our country by giving each actor a specific role," explains Daouda Ndiaye, secretary general of the network.
It adds that the operator creates its secure and functional platform which it gives to banks, the only ones authorised to give authorisations to trained service providers, under the supervision of the Central Bank, which must ensure the scrupulous application of this scheme, in accordance with what international transfers like Western Union, Ria or Money gram do. "The lethargy of the Bceao, unable to enforce its text and which today appears as a thing, is to be vigorously denounced. An institution of this caliber, silent in the face of the behavior of banks that have circumvented the law by inventing the attachment instead of authorization, has strongly contributed to weakening a sector that is promising and providing jobs, "condemns Mr. Ndiaye. Who believes that "the complicit banks practice a dangerous game, contract with an alleged technical provider who uses their acronyms to sign with providers they have never seen. There is no direct link to the mandate." He goes further: "The sub-agent ends up at a bank that collects commissions for a job it has never done. We consider this to be a scam. Misappropriation of funds and objectives is noted. Providers, as always, are paying the price. More than 300 direct jobs and 60 thousand indirect jobs are at risk."
With this, Renapta asks the State to take its responsibilities to avoid giving a bad signal to investors and to worry about the threats to the social climate.
The structure also asks the State to take measures against "these multinationals like Orange money, but especially Wave, which make young people work almost free of charge with commissions that do not guarantee the exercise of an activity".
These agents also demand a scale to ensure fair sharing to enable these start-ups to meet their burdens and retain the thousands of jobs created.
