At the level of the World Bank, it is argued that the credit was denominated in euros to avoid exchange rate fluctuations, and Bank officials specify that the overall cost of the project should amount to about $295 million (CFAF 174 billion). It will be co-financed by the French Development Agency (AFD) and the Spanish Agency for International Development Cooperation (AECID), with additional funding from the Senegalese government and the private sector.
" Senegal has experienced rapid urbanization that is straining the ability of municipalities to effectively deliver essential services," said Nathan Belete, World Bank Country Director for Senegal. He added that the launch of the National Waste Management Programme testifies to the real will of the authorities to find a lasting solution to this situation.
The Project for the Promotion of Integrated Management and the Economy of Solid Waste in Senegal (PROMOGED) is aligned with a new country partnership framework between the World Bank and Senegal for the fiscal years 2020 to 2024. It will increase access to waste collection and treatment services in areas without them.
" Some six million people in seven regions of Senegal will have access to improved waste management services, 5,000 people will benefit from training and all municipalities will benefit from stricter regulations and more efficient procedures to mobilize resources and partner with private companies," said Farouk Mullah Banna, project team leader at the World Bank.
Bank officials also argue that the project will support the global initiative to combat marine pollution by improving the collection, transport, recycling and disposal of waste in several coastal cities (Dakar, Saint-Louis and Mbour, in particular) as well as in urban centres along the country's main rivers. including Ziguinchor.
The World Bank Group is very active in Senegal through three of its structures : IDA, IFC (specialized in private sector financing) and the Multilateral Investment Guarantee Agency (MIGA).
IDA's portfolio currently includes 18 projects, with a total financing of $1.8 billion, and nine regional projects with a total of $346.5 million. IFC's is approximately $140 million, with significant investments in energy, finance and local agribusinesses.
MIGA's commitments amount to $306.2 million, its sixth largest outstanding in Africa.
