An increase of 11%. In 2019, out of a total of 113 reforms examined within the WAEMU framework, Côte d'Ivoire recorded an implementation rate of 80% compared to 69% in 2018.

This qualitative leap of 11 points was noted by Pr Bamba N'galadio, representative of the Ivorian Minister of Economy and Finance, yesterday Monday, December 7, at the opening of the technical phase of the 6th annual WAEMU reforms, policies, programs and community projects in Côte d'Ivoire.

Regarding community projects and programs, the physical execution rate in Côte d'Ivoire is 66% compared to 61% in 2018. The only downside is the performance index, which has fallen to 49% (from 58% in 2018).

"This reversal is generally explained by the delays in the implementation of most projects and programmes in connection with difficulties in procurement procedures, disbursements and the identification of project locations," enlightened Prof. Bamba N'galadio.

However, he welcomed the qualitative leap of 27 points in the implementation of community acts for all WAEMU member states from 2011 to 2019.

The 6th annual review of WAEMU community reforms, policies, programmes and projects in Côte d'Ivoire, scheduled for 7 to 11 December 2020, will focus on 116 reforms, including three new texts introduced.

In particular, on the harmonization of excise duty legislation applicable to tobacco; the rules for drawing up the certificate of origin for Union products and double taxation within the WAEMU.

Resident Representative of the WAEMU Commission in Abidjan, Gustave Diasso stressed that the review makes it possible to identify and anticipate factors that may constitute a bottleneck or mitigate the effectiveness of community reforms and projects. it contributes to the harmonisation of national legislation," he said.
