The Special Division for Combating Cybercrime (DSC) has announced the dismantling of an illegal loan network. These loans were operated via the "HICASH" platform, linked to the company Level Technologie.

 

The operation follows an investigation launched after a wave of complaints recorded between December 2025 and April 2026. Police indicated that the system relied on practices akin to digital fraud. For a loan of 10,000 FCFA, users only received 6,500 FCFA after fee deductions, while being required to repay the full amount within seven days. The actual weekly rate was estimated at 53.8%, or nearly 2,800% annually, far exceeding the advertised 35%.

The investigation also highlighted aggressive collection methods. In case of late payment, personal data such as contacts or photos were used to harass and threaten borrowers and their acquaintances.

Technical investigations led detectives to a building located in Liberté 6, presented as an operations center. 70 employees were identified, 60 of whom were assigned to debt collection. The system notably relied on the use of SIMBOXes to bypass legal communication channels, as well as payment aggregators to conceal financial flows via services like Wave and Orange Money.

Several tens of millions of FCFA were seized in cash, along with computer equipment and a large fleet of mobile phones. Data exploitation from the platform revealed over 100,000 credit applications processed, for an estimated total transaction volume of over 3 billion FCFA. The provisional damage is estimated at 1 billion FCFA.
