According to the APN, the SEZ bill is an essential tool for stimulating private sector growth. It would facilitate regulatory reform, stimulate innovation, and provide a more favourable business environment. For Louis Yaw Afful, executive director of the APN Group, the overall goals of the bill are essential to ensure that the private sector has the resources to participate competitively in the ZLECA. According to him, “the rapid growth of the circular economy in Ghana will prosper further when the Special Economic Zones Bill is quickly enacted, as has been implemented in South Africa, Morocco, Kenya and many other countries.” Also, Afful said that the adoption of the SEZ bill, Afful said, would provide a critical boost to the business ecosystem, allowing more SMEs to develop, increase their exports to the ZLECA markets, and create sustainable jobs for young people
