A final agreement was signed on Wednesday, January 29, 2025 between the Ghanaian government and the Committee of its Official Creditors (CCO). This signing of the agreement formalizes the terms of an agreement in principle concluded between the two parties in June 2024

The Ghanaian Ministry of Finance announced in a statement that “Ghana expresses its gratitude to all members of the CCO, in particular to the co-chairs of the committee, China and France, for their unwavering commitment to helping it solve its debt problems. The signing of the Memorandum of Understanding formalizes the debt treatment agreed with official creditors and marks a crucial step towards the restoration of long-term debt sustainability.”

Selon le ministère, “l' accord prévoit un allègement significatif du service de la dette pendant la période du programme soutenu par le International Monetary Fund (IMF) , which will make it possible to allocate financial resources to support and strengthen economic recovery.” The agreed debt relief terms will now be implemented through bilateral agreements with each OCC member. According to the ministry, Ghana continues to engage “in good faith” with all its external commercial creditors, working to finalize restructuring agreements that respect Ghana's need for debt relief and the principle of comparability of treatment
