A new step towards improving energy infrastructure in the Democratic Republic of Congo. On Friday, May 9, 2025 in Kinshasa, the Congolese government and the Japanese International Cooperation Agency (JICA) signed a financing agreement of 27 million dollars to strengthen the electricity supply in the Mont-Amba district of

Kinshasa.

On behalf of the Government of the DRC, the Minister of State, Minister of Foreign Affairs, International Cooperation and Francophonie Thérèse Kayikwamba Wagner and Mr. Keiichi Okitsu, Resident Representative of JICA in the DRC, signed the said amendment, of the donation agreement of November 02, 2023, and Mr. Keiichi Okitsu, Resident Representative of JICA in the DRC, signed the said amendment, of the donation agreement of November 02, 2023, in place of the initial amount of (JPY 2.7) 10,000. 000), by (JPY3.898.000,000) “three billion eight hundred ninety-eight million Japanese yen, or approximately (27 million USD). This donation for the benefit of the National Electricity Company (SNEL S.A), and will improve the distribution and access to electricity in this industrial zone in the city of Kinshasa

"Indeed, the initial funding for the project was 18 million US dollars. However, following feasibility studies, the total budget was increased to 27 million US dollars. The objective of this project is to stabilize the electricity supply in the Mont-Amba District, by rehabilitating the 220-kilovolt stations in Liminga and Funa, as well as by modernizing the transport system by rehabilitating electrical substations that have become obsolete. This project embodies Japan's support for “investments in quality infrastructure” expressed in August 2023 at the 8th Tokyo International Conference on African Development (TICAD 8)” said Ogawa Hidetoshi, Ambassador of Japan to the Democratic Republic of Congo

And to continue: “As you know, access to electricity allows productivity gains between and within sectors. As the City of Kinshasa faces a growing demand for electricity, this project will improve service delivery, increase distribution efficiency and create favorable conditions for economic growth. Through this project, Japan intends to support the actions of the Congolese Government in reducing the energy divide. Indeed, this resource, which is both important and strategic, is not yet available everywhere in the country.”

This project aims to stabilize the electricity supply in the Mont-Amba district by providing new 220kV high-voltage transformers, as well as the construction of control rooms at the Funa and Liminga substation, thus contributing to the revitalization of economic activities in the area and to the improvement of the living environment of the inhabitants of this district comprising the municipalities of Limete, Lemba, Matete, Ngaba

and Kisenso.

"Through this project, a whole dynamic of local transformation is taking place, in the service of growth, innovation and social well-being. I take this opportunity to express, on behalf of the Government of the Democratic Republic of Congo, our sincere gratitude to the Government of Japan, for the consistency of its support and the quality of its partnership in the field of electrification, but also in several other key development sectors,” declared the Head of Congolese Diplomacy Thérèse Kayikwamba
