A partnership agreement has been signed between the National Authority in charge of State Action at Sea (ANCAEM), the Regional Academy of Marine Sciences and Techniques (ARSTM) and its Interregional Maritime Safety Institute (ISMI). It was June 24, 2025 in Cotonou, Benin

ANCAEM, ARSTM and ISMI aim to strengthen the training of Beninese maritime actors, in a context where security and environmental challenges are intensifying on the coasts of the Gulf of Guinea. This agreement is not a simple administrative formality according to Rear Admiral Fernand Maxime Ahoyo, maritime prefect of Benin. Rather, it is the result of a collaboration that is already old, but now structured around concrete objectives: to train, to professionalize, to anticipate. The partnership lasts for a period of three years, renewable. It provides for the initial and continuing training of personnel from the Administrations participating in the Action of the State at Sea in Benin (Maritime Prefecture, Merchant Navy, National Navy, Customs, Police, Gendarmerie, Gendarmerie, Fishing, Fishing, Fishing, Fishing, Ports, Marine Environment, etc.). This partnership is aimed at a strategic audience: women and men who, in their respective functions, participate in the Action of the State at Sea.
