L'édition 2024 de The Electricity Regulatory Index (ERI), published on Thursday 19 June by the African Development Bank (

BAD ) mentions that Cape Verde has one of the best performances in Africa in terms of regulating the electricity sector.

Cape Verde is characterized by almost complete electricity coverage. The country is also distinguished by an ambitious vision for renewable energy and dynamic international alliances , in a context of marked island constraints. Cape Verde ranks 4th out of 43 African countries, behind Senegal, Kenya and Uganda, behind Senegal, Kenya and Uganda, with an overall score of 0.828. The archipelago thus exceeds countries such as Côte d'Ivoire (0.727), Morocco (0.772) or even South Africa (0.704). According to the ADB report, this score reflects the solidity of the regulatory framework for the country's electricity sector in terms of governance, regulatory content and results achieved. This place également le pays dans le rang des neuf seuls pays africains ayant franchi le seuil de 0,800, identifié par la BAD report

as indicative of efficient regulation.

Le Cap-Vert occupait en 2022 the 11th place with a score of 0.743. However, this performance takes place in a restrictive island context. Indeed, it is an archipelago composed of 9 inhabited islands, each operating an isolated electrical network, without interconnection. According to the Africa Energy Portal site, in 2022, 72% of the electricity produced came from imported fossil fuels. The country is heavily dependent on diesel, whose delivery by sea increases logistical

costs.
