The African Development Bank (AfDB) has published an unprecedented report on the sidelines of the 2025 Annual Meetings. This is a report called the “Public Service Delivery Index” (Psdi), drawing up an unprecedented overview of the quality of services provided by African states to their citizens

Tunisia is ranked eighth in the African ranking in terms of the provision of public services, according to an ADB report. The Psdi is based on a mixed approach. It combines 100 secondary indicators with a citizen perception survey conducted in 49 countries. It assesses the performance of states across five main dimensions. These include energy and electricity, food sovereignty, regional integration, industrialization, and socioeconomic inclusion. The average African score is only 45.39 out of 100, revealing a performance gap of 54.61 points that must be bridged to achieve excellence. Thus, the country has an overall score of 53.68 points, ranking among the ten best African countries in terms of

public services.

Moreover, the report also highlights several weaknesses. Like many countries on the continent, Tunisia remains behind on food sovereignty, a critical point in the current context of dependence on cereal imports and climate vulnerability
