The objective of the ADB is to further develop the use of public-private partnerships (PPP) for the financing, construction and operation of public infrastructures. Its support for Morocco aims to support the operationalization of the new regulatory framework in this area by strengthening the capacities of the National PPP Commission. According to the information, this technical assistance will last until the end of 2026 and will cost around 312,358, 85% of which will be financed by a grant from the ADB, through the Technical Assistance Fund for Middle Income Countries. The rest is provided by the Moroccan government. This technical assistance will support the CNPPP Comité National PPP () in implementing its main missions. This involves the development of a National PPP Strategy to give clear guidelines to Morocco's actions in this field, and the preparation of a multi-annual program of PPP projects that will make it possible to give more visibility to the
planned projects.In the first case, this national PPP strategy should be based on the new development model, be aligned with sectoral policies and national initiatives, and integrate fiscal sustainability considerations. It will target economic infrastructures, and social sectors such as health and education. And the second aims to support the CNPPP in the development of an annual or multi-annual national program of PPP projects, the planning of PPP projects consisting in integrating them into
budgetary programming.
