On Tuesday, December 3, the president of the Congolese Republic, Paul Biya signed a decree empowering the Minister of Economy, Planning and ; Land use planning, Alamine Ousmane Mey, to contract a loan of 74.25 million euros (about 49 billion FCFA) from the African Development Bank (BAD). Le Parsec aims to improve the production, distribution and governance of the national energy sector. This presidential authorization follows the approval, by the Board of Directors of the ADB Group, of the loan granted to Cameroon on December 14, 2023 to finance the first phase of Parsec. The program is part of a series of ambitious reforms to address the numerous challenges of the country's electricity sector. The bank indicates that Parsec will support the Cameroonian State in implementing the necessary reforms between 2024 and 2025. The long-term objective is to increase electrical production capacity to 5,000 MW, sufficient to cover internal needs while allowing Cameroon to become an energy exporter, especially to Chad. Among the program's flagship measures are the reduction of commercial electricity losses, the improvement of payment collection and the establishment of a prepaid metering system
