Sanlam and Nsia referred the matter to the Arcop Dispute Resolution Commission (CRD) on November 08, 2024 by letter. The applicants win a battle with the temporary suspension of the award of the two lots, which are worth 780.888 million and 345,569 million CFA francs. But they would later lose the war. According to reports, the CRD has in fact rejected Sanlam and Nsia's recriminations. According to Libération, which gives the information in its Thursday edition, “Arcop broadcast on the same wavelength as Senter. From the exploitation of the documents constituting the offer, it appears that Sanlam produced documents that include the criteria of Ic 5.2.1 without however revealing the reinsurer's commitment. Better, for lot 1, if the Nsia contract with Dangote Cement issued by the insurer meets the criterion, that with the Sar [African Refining Company] is not because it is lower than the required threshold [200 million CFA francs]; and that in lot 2, a single contract respecting the required threshold was produced instead of the two provided for by the Dao [Tender Document]. For Arcop, it remains the case that Nsia did not produce in its offer all the documents necessary to meet the experience criterion
